The first thing that caught my eye is how beautifully you've worked with colours, light and shade to create this piece. The sketchy quality of your lineart goes so well with the grungy textures and colours you've chosen, along with the rainy atmosphere of your piece and make this so believable Two things I'd like to point out: first, that it took me a while to realise there was a figure beside her hair, they seemed to have merged together due to the likeness between their colours, and second, that there seems to be a certain flatness to her eye and puffiness to her left cheek and lips that seem to take away from an otherwise proportional facial anatomy.

I also love how you made he Psi glow as well, but perhaps a slightly darker color or another shade would have made it stand out more? I feel like it sort of blends into her hair, almost like a hair piece? I dunno how to explain it, other than that I LOVE ITTTTTT!!!! So much better than what I could do thats for sure.
It is interesting how you use the Adobe hard brush. I personally do not have the courage to make firm strokes; mine have to be calculated to the extreme otherwise i do not like how the picture looks. Maybe this is one of the reasons why it takes me so freaking long to make a deviation
